Toronto Water’s contractor, Utility Force Construction Inc., is currently attending to an emergency sewer and watermain repair at the intersection of Yonge Street and Roxborough Street East. Please see a map of the work area below. A watermain break has created a significant void beneath the roadway, affecting a large portion of the east and southeast areas of the intersection. The void has also exposed multiple underground utilities and caused damage to a sanitary sewermain.
Roxborough Street East is closed to through traffic in both directions. Two-way traffic on Yonge Street is being maintained. The northbound and southbound bike lanes on Yonge Street are temporarily closed for the duration of the repairs to accommodate the work zone.
Crews are working on a 24/7 basis to complete the repairs as quickly and safely as possible. The full extent of damage to the water and sewer infrastructure is still being assessed, but repairs are expected to take approximately three to four weeks, weather permitting and barring any unforeseen circumstances.

What to expect during construction
The repair by the City’s contractor may involve:
- Moving equipment on-site and preparing the work area.
- Excavating pits in the road and/or between the road and your property line to access sewer mains, sewer service connections, catch basins, maintenance holes.
- The City will not be responsible for damage to any privately owned items on City property.
You may experience dust, noise and other inconveniences. The City will make efforts to reduce the impacts. We appreciate your patience.
Emergency Work Hours: 24 Hours per day, 7 days per week.
Noise: You may experience intermittent noise and vibration during construction (from excavators, vacuum trucks, power generators, air compressors, etc.). All work will comply with the City of Toronto’s Noise Bylaw.
Road and Sidewalk Access: In order to complete the work in a safe manner, there will be road and sidewalk restrictions within the construction work zone. Access for emergency vehicles will be maintained at all times.

Water Service Disruptions: From time-to-time, the water supply to your property may need to be shut-off to complete construction; the contractor will provide at least 48-hour advance notice for all planned shut-offs if a water shut-off is required. In the event you did not receive advanced notice, an emergency water shut off could have been necessary and door hanger will be dropped off on the day of the shut off. It is normal to experience discoloured water when the water supply resumes; simply let the water flow until it runs clear to flush the pipes.
Parking: Parking in the active work zone is not permitted due to space requirements for construction equipment and materials. If your parked vehicle affects the construction work, it will be re-located with no charge to the owner. If your vehicle is moved, please contact parking control for its location at 416-808-2222. You may park outside of the work zone in a legal parking spot. You should place a copy of this notice inside on the dashboard of your vehicle visible from the outside. Tickets will be issued for violations for parking outside a legal parking spot, such as parking too close to a corner or fire hydrant and other restricted areas. If you receive a parking ticket for “Parking in Excess of 3 Hours” on affected streets you will be responsible for disputing any parking ticket received. Garbage & Recycling: Please follow your normal routine. If required, the contractor will move bins to an appropriate location and return them. Please ensure that you label your bins with your address.
Restoration: The construction work area will be restored with sod and/or asphalt where required. Interlocking bricks, flagstone on a granular base, or other similar features that are removed from public and private property during construction will be replaced. Lawn seeding and/or laying of sod will be done as needed during ideal growing seasons only – in the spring (April to June) and fall (September to October), weather permitting. Upon completion of construction, there will be temporary asphalt put in place. Then, temporary asphalted areas will be permanently restored with asphalt or concrete as per original condition of area within 18-24 months.
