"No one has a good word for war, but few can resist engaging in it. When statesmen meet to negotiate peace, war is generally “on the table.” Nothing is as unpopular as war, yet war is a universal alternative to all other means of conflict resolution. Human history is essentially the history of human warfare, with progress in adjunct disciplines from medicine to metallurgy measured by their ability to support the war effort.

War is ugly, war is tragic, so why is it so common? Is it, at least, effective? Can it settle matters forever, or if not forever, for a couple of generations?"
