With a rise in attacks — and tensions — some say the rules to keep everyone safe aren’t working. We love our dogs, but our parks are under strain. Off-leash dogs abound and bites are rising. Can the city enforce its way to a better coexistence?

Fatima Cabral loves the Warden Woods ravine: the leaves rustling in the towering oaks, the warblers chirping from the branches, the sunlight dancing on the surface of Taylor-Massey Creek.

“Where does this little path go?” Fatima would ask her little dog, Soda, and the two would set off on a new adventure.
